Now you can choose which settlement to send them to. Scroll over the settler and click the Supply Line button, on Ps4 it is R1. When you have all those go into the Workshop menu and go find a settler you want to send out.
Lastly you will need an extra settler you can send out, they can’t do work while they are away. Second off you will need 6 points in the Charisma tree and the perk Local Leader rank 1. First off you will need more than one settlement or else this is pointless.
